Excerpt from Nanjing Commerce Mr. Kong Qiuyun investigates NCC

        On September 6, Mr. Kong Qiuyun, Director of Nanjing Municipal Commercial Bureau leads the team to investigate NCC and holds meeting to solve the problems for Yiheng (Brunei) PMB Project. 

        Mr. Wu Guang, Secretary of Communist Party Committee of NCC, Chairman, General Manager of NCC, appreciates the support provided by Municipal Commercial Bureau for years and gives full presentation on NCC history and its development. Mr. Gan Jirong, the Vice General Manager reports on status of Yiheng (Brunei) PMB Project. 

       NCC established since April 1956, executed a few large projects both in home and abroad, experienced in dozens of countries in Asia, Africa and Europe. 

       Hengyi (Brunei) PMB Project in Brunei Darussalam Kingdom is funded by Hengyi Industry (Brunei) Co.,Ltd that is established by Zhejiang Hengyi Corporate and Sovereignty wealth fund（SDC） by Brunei Financial Department. It’s a petrochemical integrate project with capacity of 8 Mt/a  in PMB Island.

       NCC as the biggest contractor, will build the tank farm, oil product storage and transport facility and sulfur recover plant, with total contract value in 2.475 Billion Yuan. It will involve more than 3000 labors from China and product export about 1.08 billion Yuan.  The second phase will build a 20 Mt/a refinery with total investment about 10 billion USD, which will be the largest refinery in the world. According to phase one construction performance, NCC will contract phase two project. 

      This Project is a significant one along“Belt and Road”. All the technology and standard the Project will use is from China and it will be the mature technology application in petrochemical project in the world. Phase one is the second largest contract along“Belt and Road”by Nanjing local enterprise. 
Previously Nanjing Commercial Bureau has issued Foreign Labor Service Cooperation Qualification Certificate to meet the project requirement on large labor export. In addition, Nanjing Commercial Bureau has coordinated with Foreign Affair Office for APEC traveler Card for NCC top management, to facilitate the personnel transportation to site in Brunei. 

      Mr. Kong Qiuyun, Director of Commercial Bureau highly affirms the strategic meaning of the Project. 

      For the problems in the project execution faced by NCC, Director Kong gives requirements in details: 

  1)Custom Comprehensive Office and Comprehensive Tax Free Zone are requested to study the possibility of chartering airplane for labor transport to Brunei. 

  2)International Trade Dept. is requested to assist NCC in material and equipment export so as to meet the site construction requirement.

  3)Brunei Embassy to China requires that person who needs the work visa must receive physical examination and obtain the examination report before apply for work visa. However, according to Nanjing local favorable policy, physical examination fee could be exempted when work visa is obtained. Custom Comprehensive Office and Comprehensive Tax Free Zone are requested to coordinate with Nanjing Municipal Inspection and Quarantine Bureau and assist NCC in enjoying the favorable policy. 

  4)On the issue of Government supportive policy , Director Kong Qiuyun pointed out that Nanjing Municipal fiscal subsidies will be applied to important project and related financial fund and resources will be integrated for subsidy planning  for overseas engineering project, investment and foreign trade. Excellent enterprises will enjoy the support of capital.  The relevant Departs from the local district where NCC is located, and from International Trade Dept. and Foreign Commerce Relations Dept. shall inform NCC timely favorable policies and execute the policy. 

      Madam Liu Liya, Deputy Inspector of Nanjing Municipal Commerce Bureau and person in charge of various departments are engaged in the investigation , including International Trade Dept., Foreign Economic Relation Dept., Custom Comprehensive Office and Comprehensive Tax Free Zone Office.
